Most firms treat DBE certification as a finish line: write the narrative, submit the application, get the letter, done. But under 49 CFR Part 26 — and especially after the October 2025 Interim Final Rule — staying certified is an ongoing, every-year obligation. Miss a single annual filing and you can lose access to the contracting goals that may be a meaningful share of your revenue. A Compliance Vault exists to make sure that never happens.
Get certified is step one. Stay certified is the real work.
Certification is not a fixed-term license that simply renews. A certified DBE stays certified as long as it continues to meet the eligibility rules and files an annual update on the anniversary of its original certification date (see our ). That anniversary is unique to your firm, it does not reset when you are reevaluated, and your certifying agency will not chase you down to remind you. The responsibility to track it is entirely yours.
That is exactly where firms get tripped up. The annual filing itself is not hard — the hard part is not letting the date slip past while you are busy running your business. A Compliance Vault turns that scattered, easy-to-forget obligation into a single organized system.
What a Compliance Vault actually does
Five things it keeps on track for you
1. A recertification countdown
A live countdown to your next filing date, anchored to your original-certification anniversary — not a guess, not calendar year-end. You always know exactly how long you have.
2. Automatic 90/60/30/7-day reminders
Email reminders at 90, 60, 30, and 7 days before your deadline, so the filing window never sneaks up on you. The single most common way firms lose certification is simply forgetting — reminders solve that.
3. A draft Personal Net Worth statement
A generated draft PNW statement that checks each disadvantaged owner against the federal cap of $2,047,000 (excluding retirement accounts and primary-residence equity). Review our to see exactly what counts.
4. A guided annual filing flow
A checklist that walks you through the annual package — confirming business information, refreshing supporting documents, updating your PNW, re-affirming your narrative, and preparing your Declaration of Eligibility — so nothing is missed.
5. An encrypted document vault
One secure home for your narrative, supporting files, PNW drafts, and prior filings — encrypted and available from any device, so you are never scrambling to find last year's paperwork.
Why this matters more after October 2025
The 2025 Interim Final Rule eliminated race- and gender-based presumptions of disadvantage. Every firm now has to prove disadvantage individually through a written narrative — and keep that file current. With every one of the country's 40,000-plus DBEs being reevaluated and scrutinized more closely, a missed deadline or an out-of-date document is far more likely to trigger a problem than it was a few years ago. The firms that come through this period cleanly are the ones who stay organized and stay ahead of their dates.
You still file it — the vault just keeps you ready
An important point: your annual filing goes to your certifying agency (your UCP), and it is signed by you under penalty of perjury. No legitimate service files or signs it for you. A Compliance Vault's job is to prepare accurate drafts, track your deadline, remind you in time, and keep everything organized — so when the date comes, you review, sign, and submit with confidence.
A note on the Declaration of Eligibility: U.S. DOT has not yet released an updated DOE form reflecting the 2025 rule, and the routine annual DOE is paused at many agencies during reevaluation. The right move is to assemble your DOE data now so you are ready the moment the form is released — more in our .
Get certified. Then stay certified.
The DBE Compliance Vault tracks your original-cert anniversary, reminds you at 90/60/30/7 days, drafts your PNW statement, guides your annual filing, and keeps every document encrypted in one place — from $300/year.
Not certified yet? Start at the beginning — first, then move it straight into your vault to stay certified for the long haul.
