Winning DBE certification is hard. Keeping it should be the easy part — but only if you treat compliance as an ongoing routine instead of a once-a-year scramble. After the October 2025 Interim Final Rule put every firm through reevaluation, the agencies are paying closer attention to whether certified firms stay compliant between filings. Here is the year-round checklist that keeps your certification secure.
1. Know your filing date
Your annual filing is due on the anniversary of your original certification, not the calendar year-end. Write that date down and work backward: you want to start preparing at least 60–90 days ahead, not the week it is due. Reevaluation and recertification do not change this anchor date.
2. Keep your Personal Net Worth current
Your net worth must be reported "as of" the filing date and must stay under the $2,047,000 cap (excluding retirement accounts and primary-residence equity). Net worth drifts — a property appreciates, an investment grows — so confirm every figure each year rather than carrying last year's numbers forward. If you cross the threshold, you must notify your UCP.
3. File your Declaration of Eligibility on time
The annual Declaration of Eligibility (DOE), along with gross-receipts documentation, is how you affirm continued eligibility. Processing is paused at many UCPs during the current reevaluation and resumes on your anniversary afterward — but the underlying data (firm identity, owners, cert dates, gross receipts) does not change, so keep it ready.
4. Report material changes promptly
Notify your UCP when these change
- • Ownership or control of the firm
- • Crossing the personal net worth cap
- • Anything affecting the basis of your disadvantage narrative
Under § 26.83(i), you must notify your certifying agency of changes affecting eligibility. A material change in ownership or control, or to the facts behind your personal narrative, is handled separately from the routine annual filing — usually by amending your narrative. Do not try to quietly absorb a major change into a standard annual update.
5. Keep your documents organized and secure
When a UCP asks a follow-up question, the firms that respond fast are the ones that kept their file in order: prior PNW statements, supporting documents, gross-receipts records, and the current personal narrative, all in one place.
