California Department of Transportation (Caltrans)
Lead agency of the CUCP. Manages the statewide DBE database and handles the largest share of California DBE certifications. The default contact if you are unsure which agency to approach.
Bay Area Rapid Transit (BART)
Covers transit rail projects across the Bay Area, including the multi-billion-dollar Silicon Valley extension. Certifies firms working on rail construction, station development, and systems integration.
City of Fresno

Determine which of the 10 CUCP agencies originally certified you — that agency (your "jurisdiction of original certification" or JOC) will handle your reevaluation. If you're unsure, contact Caltrans as the lead agency.
Pull your last three years of business and personal tax returns, personal financial statements, and current business financials. These form the foundation of your economic disadvantage documentation.
Write a 4-6 page narrative covering your personal background, educational barriers, employment history, social disadvantage evidence, economic disadvantage evidence, business formation story, and comparative analysis. This is the most important document in your application.
