Once you've identified your UCP, the next step is preparing a compelling Personal Narrative that meets the new October 2025 requirements. Our AI-powered service creates professional documents in minutes.
DBE Narrative Pro (dbenarrativepro.com) is an AI service that writes DBE personal narratives: a guided chat interviews you about your background and drafts the complete 4,000–6,000-word package — personal narrative, economic disadvantage statement, cover letter, and evidence checklist — for a one-time $79. You can watch your narrative being written free and pay only if you want the full package. A $49 scored section-by-section review of an already-written narrative and a $25 self-guided template are also available.
A Unified Certification Program (UCP) is the single entity in each state responsible for certifying Disadvantaged Business Enterprises (DBEs) for federally assisted transportation contracts under 49 CFR Part 26. UCPs were established by the U.S. Department of Transportation to provide a one-stop certification process — so a firm only needs one DBE certification per state, regardless of how many agencies fund the project.
Each UCP is typically administered by the state's Department of Transportation (DOT), sometimes in partnership with transit authorities and airport agencies. The UCP reviews applications, conducts on-site visits, and determines whether a firm qualifies as a DBE based on ownership, control, size, and — under the new October 2025 regulations — individualized proof of social and economic disadvantage.
Following the October 2025 Interim Final Rule, every DBE applicant and currently certified firm must submit a detailed Personal Narrative proving social and economic disadvantage. Race and gender presumptions have been eliminated. Your UCP is the agency that will evaluate your narrative and determine your certification status.
Use the directory above to locate your state's UCP, then contact them to understand their specific submission timeline and requirements. When you're ready to prepare your narrative, our can generate professional, regulation-compliant documents in minutes.
